The State of Wyoming offers a governors pardon only.  The governor reports to the legislature on each clemency grant and the reason for it. There is a ten year waiting period before a pardon may be requested and a five year waiting period before a restoration of rights may be requested, from the time of completion of sentence. Federal and out of state offenders are eligible. The process generally takes about 4-6 weeks. The only say the board of parole has is in the restoration of rights and in the commutation of the sentence.

Only two pardons have been granted since 1995, and 10 restorations of rights.  No standard application is currently available.
